This Catalyst is transforming how telcos plan and invest, using a next-generation planning solution for AI-enabled, intent-based orchestration of multi-domain networks, delivering faster payback, reduced risk, and superior network performance.

As Communication Service Providers (CSPs) accelerate their Autonomous Network transformation, they face two critical challenges: determining where to invest across the autonomy journey and ensuring that network expansion decisions generate measurable business value. The E2E Multi-Agent Smart Network CapEx – Phase III Catalyst introduces a TM Forum-aligned framework that connects Autonomous Network strategy, AI-ready data foundations, investment planning and network deployment through intent-driven multi-agent orchestration. The project extends previous Smart CapEx phases by integrating three key TM Forum transformation pillars: * Autonomous Network Levels (ANL) as a Service for maturity assessment and investment prioritization cross-domain * Data as a Product (DaaP) for AI-ready, governed and reusable data products * Multi-Agent Intent-Based Orchestration for autonomous execution from planning to deployment Using AI-driven Smart Capex Platform for forecasting, optimization and intent management, the solution evaluates thousands of rollout scenarios across RAN, FTTH/FWA, Transport and Core domains, identifying investment plans that maximize ROI, customer experience and sustainability outcomes. The Catalyst demonstrates how CSPs can move from fragmented planning processes to a closed-loop, intent-driven operating model where business objectives are translated into investment strategies, network deployment actions and Autonomous Network evolution. The result is a unified transformation framework capable of delivering: * 15–20% CapEx optimization * 15–25% Energy OpEx reduction * Faster planning and deployment cycles * Improved customer experience and market growth
