Agent Fabric – Phase III is a Catalyst project proposal that extends a multi-vendor, multi-agent framework into live CSP operations to enable scalable and trustworthy autonomy. Building on the proven success of Phase II, this project aims to demonstrate how explainable, cross-domain agents can safely operate in production environments, bridging fault, assurance, and fulfilment workflows. The project introduces a new High-Value Scenario (HVS) on Fulfilment, where intent-based service orders trigger autonomous, closed-loop workflows. Agents use technologies like GraphRAG and Temporal RAG for contextual and time-aware decision-making, while GitOps for Agents provides traceability and auditability for production-readiness.
The proposal addresses the rising operational complexity faced by telecom operators due to multi-vendor environments and legacy systems, offering a common runtime fabric for interoperable, trustworthy agents. It is supported by several champions, including Telenor and Vodafone, who are collaborating to validate the solution's effectiveness in addressing specific business pain points. These include the need for production-safe agents with observability, federated registries, ontology mappin), real-time service quality optimization, and connecting intent-to-assurance . The success of the solution will be measured by quantifiable outcomes such as a 70–80% reduction in Mean Time to Resolution (MTTR), 30% less manual triage effort, and 100% traceable agent actions, all of which demonstrate readiness for Level 4 autonomy under TM Forum’s Autonomous Networks and Open Digital Architecture (ODA) frameworks.
